Fi:

We are both motivated by our desire for peace and justice, but justice that I have delivered against the Leaf Village is no different from what you are trying to do to me. Everyone feels the same pain when losing something dear. You and I have both experienced that pain. You strive for your justice, and I strive for mine.โ€

Nagato is a clear dominant Fi user. As a child, he initially struggles to accept Jiraiya on principle, because the Hidden Leaf ninja had killed his parents. However, after connecting with Jiraiya emotionally, he is able to do so and ends up adopting Jiraiyaโ€™s ideals. Nagato is shown to be sensitive and emotional, especially in contrast to Yahiko. Upon losing Yahiko, Nagato still holds to his dream of peace, however he changes the method through which he plans to obtain it. Now wallowing in his own pain, Nagato decides that people can only understand each other through shared pain. When facing Naruto, he attempts to enforce his ideals and beliefs, and make Naruto see things his way. He attempts to draw comparisons between the two of them, trying to connect with him through shared experiences. Nagato, as a dominant introverted judger, is not afraid to pass judgement on anyone who does not fall in line with his beliefs. However, even as an emotionally cold leader, he rebukes some Akatsuki members for insulting their dead comrades. He also rebukes Hidan for calling the Hidden Leaf heathens, claiming that their motivation for fighting was as justified as the Akatsuki. This natural ability to empathize even though heโ€™s clearly in disagreement is Fi.

Ne:

โ€œYou simply cannot see the forest for the trees. Youโ€™re not able to comprehend the true meaning of peace or what Iโ€™m trying to accomplish. Just let yourself be captured. Surrender and your death will lead to peace.โ€

Nagato could be the poster boy for an Fi-Si loop, so his Ne is not very prominent. However, it is demonstrated in part through his emphasis on focusing on the big picture. He rebukes Naruto for not recognizing how his plan on a larger scale would solve the global problem. Additionally, Nagato likes to lecture, which is a common Ne tendency. Hidan makes a crack about not wanting to hear another long winded lecture from him. Plus, Nagato lectures Naruto for the entire duration of their fight. He also, rather than just killing Naruto when heโ€™s confronted in his hiding spot, decides to share his entire back story so Naruto could understand. This distraction from his goal can be seen in two possible ways: scatterbrained Ne failing to quickly get to the point or Ne exploring the other possibilities. He did spend the entire fight demanding that Naruto produce an alternate answer to the problem, suggesting that perhaps he was subconsciously looking for another option. I can also point out his detached fighting style, remotely controlling 6 Pains while he remains hidden somewhere off in the distance.

Si:

โ€œโ€ฆand if one comes to call vengeance justice, such justice will only breed further vengeance, and trigger a vicious cycle of hatred. Right now we live in such a cycle. I know the past, and can foretell our future. It is the same as our history, so we believe that human beings simply cannot understand each other and they never will. The shinobi world of ours is ruled by hatred and hatred alone.โ€

Nagatoโ€™s speech is detail oriented. He frequently explains things in greater detail then necessary to his subordinates or enemies. He also displays a reliance on the past when forming a vision for his future. After experiencing multiple tragedies and seeing the state of the world, he determines that the world and people cannot change. The only way for people to connect is through shared pain, because thatโ€™s what his past dictates to him. Ergo, to fix the world, he has to recreate that shared pain. His focus on history and the past is very clear in the quote above. He also says that he plans to โ€œlead the world down the road to stability and to peaceโ€, which also suggests an Si motivation: stability.

Te:

โ€œSince Iโ€™m a god, all my words and thoughts have become absolute.โ€

Nagato displays the coldness that higher Te users typically display, suggesting heโ€™s in the grip of Te. According to the citizens of the Hidden Rain, he is a strict and unforgiving ruler. He also a very black and white, absolute mentality. Anyone who doesnโ€™t adhere to his values is immediately punished, probably via death. He uses his Te to force his Fi values upon the world and make his vision for peace a reality. He is similar to Obito in the sense that he views the world and reality as cold and harsh.
