Si:

“Silence. Your stress is useless. You alone dictate the pace of your battle. Am I wrong?”

“Then just calm the **** down. You’re screwing up my pacing, marine.”

“There’s one thing you always need to remember, Tashigi. A pirate’s a pirate no matter where they go. They never change.”

“You’ll have to decide when you get there… Rely on your sense of justice. Whatever happens, I’ll accept responsibility.”

Smoker from One Piece is very patient, cautious, and emphasizes not being hasty. When trying to capture Luffy in Loguetown, he doesn’t immediately order his men to move in and capture the pirates in the square. Instead, he calmly waits for Buggy to eliminate Straw Hat first. Smoker is also surprised by Luffy’s repeated pointless effort to break through the sea prism stone cage, and he asks Zoro if Luffy is stupid or if Luffy hadn’t heard him explain what the cage was made out of. In addition, he frequently opts to handle a situation by himself, sometimes for the protection of others and sometimes because he simply thinks others will get in his way. Smoker also prefers peace and quiet, like many introverts. He is shown several times yelling at his men for shouting, bursting in and interrupting his calm, disrupting him when he’s busy, and etc. He also believes that certain types of people can never change, like pirates.

Smoker is also shown having a very detail-oriented memory. After having been captured by Crocodile along with some of the Straw Hats, Smoker has no trouble whatsoever identifying the growl of the specific bananagator, amongst all of the others, that had swallowed the key to their cell.

Smoker places a strong emphasis on responsibility and duty. He berates Tashigi for being irresponsible, and later gives her the option to make her own decisions on Alabasta, assuring her that he will accept responsibility for whatever she does. When he first appears in the show, Smoker has been charged with the protection of Loguetown. He has a long standing record of capturing every pirate that has ever entered Loguetown since given the post, and he is very proud of this, and seemingly content with the role. When Luffy messes that up, Smoker starts to portray a relatively stereotypical Si desire for vengeance. He abandons his post in spite of Navy orders, and follows Luffy to the Grand Line, obsessed with capturing him. His vengeance tendencies are demonstrated again when Vergo is revealed to be a traitor. He also berates Vergo for breaching their trust.

Te:

“The law can’t settle these matters, Tashigi”

“You’re annoying me. I’m in command here.”

Smoker has a clear desire to control his environment. He has typically very serious and has a rigid posture, like most Te users. He doesn’t struggle to bark orders and maintain command of his subordinates. He is both stern and blunt. In Loguetown, citizens fear him, due to a combination of his reputation, rank, and commanding presence. The moment he learns that pirates have managed to slip into Loguetown unbeknownst to him, Smoker is clearly angry, and immediately refocuses all his efforts on capturing said pirates.

While Smoker has very obvious Te, it doesn’t appear to be his dominant function. He’s not much of a delegator or manager, frequently preferring to do things himself for reasons explained in the previous section. One of those reasons can be attributed to Te desire for efficiency – it would be much quicker to deal with it himself since Smoker is a very powerful, devil-fruit user. However, Smoker is also shown in other cases not feeling the need to give specific orders, leaving it up to his subordinates to make their own decision. An example of this is shown when he leaves Tashigi in Alabasta. Rather than telling her how exactly to handle the situation, as she had asked, he instead tells her to make the decision when she gets there, and to rely on her sense of justice.

As many thinkers, Smoker is both cynical and skeptical. For instance, he never truly acceptsthat warlords like Crocodile are on the Navy’s side, and he also sees the limitations of the law, hence acting out of it when his Fi deems it necessary. His Te also gives him the drive to abandon his post in pursuit of Luffy.

Fi:

“Even if our enemies are criminals, this isn’t justice. Their wrongs don’t make us right.”

“Don’t make friends with pirates. “

Smoker makes his beliefs and ideals very clear on several occasions. He recognizes when the Navy is provoking or encouraging some form of injustice, and usually shares his disagreement with someone else like Tashigi. Smoker also tells others not to make friends with pirates, because he sees them all as criminals and scum. He has a strong sense of justice and duty which is derived from his Fi values. He declares that he can’t the look the other way “not as long as I’m a marine.” However, when saved by the Straw Hats, he sets his duty and goal to bring them to justice aside, and lets them escape as means of repaying his debt to them. In addition, Smoker on multiple occasions reluctantly agrees to work with the Straw Hats in order to take down a much worse villain. He is also shown to hold himself to a very high standard, and expresses extreme displeasure in being promoted for something that he did not do. He strongly disapproves of Navy HQ for covering up the truth about what happened on Alabasta, and instead attributing the win to him.

Ne:

“I’m sorry. My silly pants have eaten all your ice cream. Here, go buy yourself five scoops.”

“It’s as if heaven itself has special plans for this young pirate.”

Smoker’s inferior Ne remains pretty masked throughout the show. In the healthy sense, inferior Ne encourages one to be cautious and consider all possible outcomes in order to account for everything. Smoker certainly never acts hastily. However, Ne when verbalized can come across as somewhat quirky, goofy and metaphorical. Albeit for a low Ne user, this will be less common and typically masked from the public. However, in Loguetown, a bit of Smoker’s inferior Ne slips out when he deals with a small girl who has spilled her ice cream on him. See the quote above this section for what he tells her. In addition, at Loguetown, Smoker notices the situation playing out in front of him – the ideal tailwind to aid Luffy’s escape, the physical similarities between Luffy and Roger, and etc. (These can also be an example of Si detail-orientation and memory.) After seeing the pattern, Smoker suggests the possibility that it is more than mere coincidence.
